Forbidden Planet (a few doors down from the Virgin Megastore) has a fair few videos, and every now and again some anime DVD's.

For renting, a few of my er "arty" friends swear by Laser on Georges st. Been Meaning to have a look in myself for ages now. Apparently they have a fairly good collection of Anime and Art House kinda stuff in there.

For the vast majority of stuff, you WON'T find it in Dublin. However, try the following...

    http://www.otaku.co.uk/
    http://www.anime.org.uk/

Lasers is a good place to rent anime but their collection haven't been updated in years. The only thing new I've noticed is a dvd copy of Blood: the Last Vampire. Forbidden planet stock mostly videos and their selection is rather small. The best place to get anime is on those sites shinji listed.

Not sure if you wanted net links but www.play.com have some stuff, pretty reasonably priced.

You can also buy stuff from the US via my own site, www.animeandmanga.com.

www.amazon.com have a fairly nice collection, but they are based in the US so shipping is a bit of a kick in the knackers.
