I dont understand how these figures are calculated, Where did this 'lump sum' thing start ? Who negotiated these sorts of things.

    http://www.independent.ie/irish-news/five-council-managers-in-13m-pensions-bonanza-29399369.html
FIVE retiring county and city managers received pension pay-offs worth €1.3m between them.

Its beyond belief that we are hanging over 6 figures lumps sumps circa 300,000k and then also giving these guys 70k a year pensions.

Begs the question why ? This is not a 'civil service' esque swipe I literally just dont understand the why ?

my understanding* is that it was done for retiree's "golden handshake" - where people were forced to retire early - so payments were made to incentivise them to "leave" and because word spreads so fast... everyone who was retiring looked for a "golden handshake"

it was also used to incentivise people to switch to departments* in which they were not interested in working (much the same way as a member of the Gardai gets an increased payment if they work with dogs), civil servants were not able to increase salaries as they were already at the peak, so they used lump sum payments to incentivise people to work in departments.

*= completely made up - but I like my logic :)
