I have an iPhone and an iPad. When I turn on the Bluetooth they don't see each other. In fact I don't think either has ever been able to see or connect with any other Bluetooth device. Can anyone tell me why? Thanks.

Apple implements Bluetooth differently to stop copying between different machines. They can connect to laptops etc to tether, but you can't tether the iPad to the iPhone (without jailbraking), or iPhone to iPhone.....

Apple has a peculiar attitude to Bluetooth.

Most smartphones will allow you to use an external Bluetooth GPS receiver as an alternative to the (usually much slower) built-in GPS, not Apple. The iTouch which doesn't have GPS will not pair with a Bluetooth GPS receiver which is a real pain, it means that you can't use a navigation product like Tom Tom maps with an iTouch and it's only for the want of being able to pair with a matchbox sized GPS receiver that virtually any other handheld gadget will talk to.

Thanks for your replies. So basically there is not much you can do via Bluetooth on apple then :)

Correct, unless you want to listen to the device on a Bluetooth headset.
