The beach lifeguard course is probably what you're looking for (link here). It doesn't include the pool lifeguard certification within it though I don't think, which the Red Cross one does. If you just need it for open water it should be fine.

Having done the ARC waterfront lifeguard course, I'd say that beach lifeguard course is somewhat close to what you need if you want the equivelant of the ARC WF, but you'd be better actually DOING the american red cross course. ARC waterfront isn't a beach skills qualification, it's more for use in lakes and the like where you're not going to be exposed to much wave action. It also covers other things like the American laws relevent to working as a lifeguard over there and quite importantly, spinal rescues done the ARC way, which is different enough to the way it's done over here.

If you are working for a summer camp (I'm just guessing you might be, going on the fact that you need the ARC waterfront by June) you should ask them to book you onto an ARC course. Most camps either run the courses or have agreements with other camps running them and that's where MOST international staff get certified (for the first time at least).
