Very unusual - it's nearly 3am in Moscow and he has only started speaking.
Edit: Putin refused a ceasefire but offered to open 'negotiations' with Ukraine in Istanbul on May 15th. Don't think this will wash with the European leaders.
Maybe because they are realizing it’s not just Russia they could be facing but North Korea, Iran, China etc.
Russia as a country and army are bust.
He seems to be making a lot of overtures recently what with the Easter and VE day ceasefires and now an offer to open negotiations.

Sincere commitment to a fairly lengthy ceasefire is the test of his good faith and he's still flunking it. Negotiations have been going on on and off since the start of the war but Putin has yet to offer meaningful concessions in any of those sessions. I see no reason to believe as yet this isn't just another stalling tactic…
I think it's more a case of Putin calling Macron, Starmer and Merz's bluff. Sure if it's only a new round of sanctions (which Russia can always get around, to some extent and with added costs), what has Putin to fear? Maybe Trump will add the 10% tariff to Russia because they don't want peace….
These North Koreans that are now fighting in Ukraine will be the ones China sends into Taiwan.
It's all smoke and daggers, China in Moscow, all the meeting in Kiev ,sudden ceasefire in India Pakistan, never seen a conflict suddenly stop, something is up .
I don't believe there's any North Korean's actually fighting on Ukrainian soil? Been fighting in Russia (Kursk), but not actually in Ukraine.
I think Putin was desperately hoping Xi would somehow save him after their meeting. That hasn't happened.
Oil prices and the global economy are about to take a tumble due to the orange moron in chief. Plus with some US weapons starting to appear since Trump has swung a little more pro Ukraine recently. Putin is probably feeling a lot of pressure to at least seem like he's open to something.
European leaders have come out (plus the US I believe) and said they'll double down on military aid if no ceasefire agreed to by the 12th.
Now Putin says talks (note not a ceasefire) can happen. It's a delay tactic. He's absolutely desperate not to have a stop in the fighting. If ever there was a demonstration that Putin has no interest in actual peace this is it.

He's agreed to a ceasefire talk, but in Dimloma talk it's not a ceasefire talk ,but it's ceasefire talks,
As a NATO member surprised they feel the need to go to those lengths.
Putin knows his country is falling apart but he will stubbornly try to appear strong until the last shack in Russia falls down.
NATO is here today, but there are no guarantee it's there tomorrow. Countries have to operate on that principle.
Lithuania is a number one target for Putin as it's no secret he wants a land-bridge to Kalingrad from Belarus (which leaks have shown Russia plans to absorb in the next 10 years)

The thing is though, they aren't in a position to demand Russia do anything, Russia isn't going to be dictated to, especially because they're in control, but Putin has said he's willing to enter talks with Ukraine, so that's a positive

They are controlling the situation for the most part in Ukraine, the Western, or more accurately, the EU warmongers are in panic mode, do you think if Ukraine were beating Russia that they'd be calling for a ceasefire?

I’m thinking, even with NATO membership you will need a hardened border to discourage or at least slow down an attempted attack with heavy armor or tanks (assuming the Russians have enough working examples to spare). Much better in terms of tactics if a NATO counter-attack can happen before the Russians manage to take major towns or cities. The heavy boundries would help with that.
Ukraine as far as I can see want a ceasefire to stop being attacked in an illegal invasion by putin's terrorists on their quest to build a bigger russian empire. I don't see any sign that putin's terrorists are in control in Ukraine and as well as killing thousands of Ukrainians and making millions of them homeless the losses in putin's terrorist forces are very significant:
If putin were not such a deranged psychopath with authoritarian rule over his empire a ceasefire and withdrawal back to internationally agreed borders would have already happened.

Only if he's willing to offer meaningful compromises, which there's no sign of as yet. If his true game is to keep pushing ahead on the battlefield as long as he is making even marginal gains, the talks serve no worthwhile purpose for anybody else….
It would be extremely naive to assume that the majority of those 1m Russsian war casualties were just innocents duped by Putin. At least 3/4 of those sent to the front lines were violent criminals from prisons all over the Federation - I wouldn't be too quick to shed a tear for those guys.
As reported on the news this morning, he's willing to enter talks to discuss the underlying causes of the conflict, as he sees them. In other words to discuss the capitulation of Ukraine. **** that.
