Is it still (honest question, as have no experience)? It definitely was in the Soviet days, but I would wonder now? I know you like to call it "socialist", but it isn't any more (and I think you know that 😛).
The Soviets had a high ideological goal (socialism/communism), they were in this big economic/scientific/technological/military system struggle with the West esp. the US.
Learning, and the highly educated professionals that could help them compete in this were very respected by the state. Such people received a lot of benefits.
Until very recently Putin and system he has created had no real ideological goals/underpinning, and I think no interest in stuff like the basic quality of education of the population, no respect for professionals (vs loyal dogsbodies etc.), and gave little thought to improvement of Russia's scientific/technological/industrial base.
Even now, its only as regards improving the fairly crap Russian army and building better weapons for destroying Ukraine that he/the other leaders may have become more interested in such things.
It's a gangster state with nukes, and the leaders are a bunch of ex spies and thieves, very limited and pretty incapable of improving Russia IMO.

Fella still moans about Blacks & hates Polish whilst claiming dole last time I heard

He used to say Ukrainians are different to Russians as they were originally Celtic whilst claiming them as Russian Empire vassals because they speak Russian
He also refused to acknowledge Ukraine’s massive contribution to defeating Nazi Germany whilst part of the Soviet Union

Yet they are incapable of being kept in line like their Asian counterparts. russians have their Murphy's Law slider set to max. Calamity and disaster follows them like a dark cloud. If anything they've been over serfed.
If and when the whole place is broken up and foreign investment tries to do business there they'll have their hearts broken.
The education system is really good there, especially for maths and the whole stem, the whole socialist thing of well shoot you if you disagree has messed them up though.

Nice I was wondering how that would go. If Russia weren't pushed out they'd eventually be pushed back pretty easily but if Ukraine did in here Russia will have to absolutely flatten their own town to eventually get Ukraine out.
Hard to know if this will go much further but Ukraine will be happy with this buffer zone. Hopefully they build good fortifications on the actual border now.

Sickening. Protecting children should always be the main reason for fighting a war. Poor things god knows what they're going through. We need to remember this when distracted by the clamour of battle reports and slaughter. The kids need to be rescued above all else but I'm certain that's how the Ukrainians think anyway.
