I think on appeal he may be given the choice of accepting the terms of the visa, dropping the medical exemption and accepting quarantine or getting on a plane home but as Gregor said he is unlikely to accept quarantine, but that will be his decision.

The 14 day quarantine alternative is a bit of a red herring. Sure, it's there in the rules for entry to the country (and the state of Victoria) if you're unvaccinated, but Djokovic didn't try to enter under that clause, he tried to enter under the medical exemption to being vaccinated, which he now doesn't seem to be able to prove.
14 days stuck in a hotel room isn't going to be a viable option for an elite athlete just before a wold class tournament - no tennis court, no gym, no going outside, no visitors. Given his stance, he'd hardly put himself though all that just to compete - and possibly forfeit his first match anyway, depending in the schedule. I'd say he'd rather be a martyr that gets deported than agree to 14 days locked in a room that give him a clear disadvantage in terms of preparation and a big psychological advantage to his opponents.
If ever there were a case when the authorities were right and were too lenient on the celebs, it's that one.
You might not like Australia's strict quarantine rules, but Australia has never had a case of rabies or foot-and-mouth and various other diseases and takes bio-security very seriously, which is it's right.

You're right, they are refusing him entry. He is appealing it though and I won't be surprised if he wins the appeal and is allowed into Australia but has to quarantine like other unvaccinated people entering Australia. The reason his visa was denied seems to be because it doesn't allow for a medical exemption. Without the medical exemption he has a valid visa so pardon the pun but the ball with possibly be in Djokovic's court...he may be given the choice to enter quarantine for 14 days or get on the plane.

Yes in terms of visas. Once a person passes the border state rules apply as far as I know but I'm open to correction.
The ABF are a federal body and follow federal rules.

I think the most likely outcome is that Djokovic will be allowed into Australia but will have to quarantine for the 14 days. The tournament starts on the 17th of January. ABF really won't care if Djokovic is scheduled to play while in quarantine. They will most likely stick to their guns and keep him in quarantine meaning he'll have to forfeit any match he can't play unless Tennis Australia accommodate him by arranging the first round draw around his quarantine period.
Serbian athletes wouldn't exactly have the cleanest record in terms of doping in recent times.

I wonder if it's a case that the Victorian government told him in principle that he had the exemption and granted the visa, but the small print said that the proof would still be required to be physically presented before entering the country. Either not spotting this, or being so arrogant as to think it wasn't important then he turned up, didn't have the proof and got sent on his way.
