I'm sure loads do, probably the one's that prepare beforehand. Make no mistake the IST is purely to cut the numbers down. In previous years it would cut the applicants by half. Although I'm sure quiet a few apply and then don't bother to even do the IST.

Personally I read the question first and then scan through the passage.
