The issue may be the abuse of treaty rights by people. Either through real or paid for marriages to bypas more strict state laws on spousal visas.

For example Ireland and UK if you are a spouse of a non EEA national, you must have minimum income to sponsor. In Ireland it can take a long time to get permission. If that same Irish persons moves to say the UK their spouse will get a temporary working permission, final decision must be made within 6 months. While state security can be invoked it very rarely is.

In UK they also have language test, also civics test. Under EU law all local State tests are bypassed. The misses does not need a work permit to move to Ireland. After 6 months they can move back to UK and presto the EU rules apply. When they get divorced same as EU law applies and the non EEA citizen can get the EU right in their own name.
