Not so much in sleepy rural areas or small towns. If a terrorist was to go into a primary school armed with a knife in a rural area, they'd be able to slaughter 20 or 30 kids in a few minutes. What's to stop them? If a terrorist was to get a lorry and decided to plough into a load of people at a parade or demonstration, or shopping centre, or at a funeral - well we have seen the effects of that already.
