    What could those things be ?

    How can someone who is already elected gain 9 votes from a transfer ?
    How likely is it that 30 of Hayes' surplus of 37 are non transferable ?

    It looks to me like the algorithm is only allowing one candidate to be elected in each count

    Is this Dublin South-West? http://www.boards.ie/vote/pr-calc.php?c_id=20

    There has been an issue with people not filling in the whole slate, but I can't say for certain.

    However, I will have a word will a little birdy. :)

    I assume what boards would do in two stages which the returning officer would do in one is the displaying of transfers of surpluses from each elected candidate i.e the first column would show the 39 transfers from Rabbitte, then the second column would show the 30 transfers from Hayes.

    I don't think it's very likely that over 80% of the 135 ballots for Hayes didn't have a second preference filled in.
