    Its 5k in this case. You still have to sell a lot of boxes to get this back.


    That is the case. The Saorview test fee for an already Nordig approved iDTV or STB is much lower. Can't remember but it is much lower.

    Agreed, you do. But the test organisation also has to pay staff and overheads. The only alternative is to subsidise the cost. Given what we pay for a license fee, this wouldn't be a lot to ask of RTE.

    I think the competition authority would have a problem with that.

    RTE would then have to subsidise the costs of Sky and UPC boxes in order to remain platform friendly even if the other companies are PAY platforms.

    All the tree huggers and whingers would be out.

    You should research competition law or even email them with a hypothecical. Sky were initially prevented from subsidising their own boxes for the same reason .

    State subsidies biased towards state run DTT networks have appeared in many EU court cases. This one just recently - http://www.rapidtvnews.com/index.php/2011091615238/eu-court-german-dtt-subsidies-illegal.html. Others that come to mind include Sweden, Italy, Spain and France.

    In the next month or so our ASO Information Campaign will begin with €3 million of state funds allocated in the last budget. The campaign cannot be biased towards Saorview and will include information on all switchover options including Sky, UPC etc.

    This also happens in the UK with DSO information, the Tyne Tees switchover booklet includes information for Freeview, Freesat, Freesat from Sky, Sky, Virgin Media, BT Vision etc.

    This from a Sky submisssion to a Dept of Communications consultation last year
    Sky notes in this regard that the European Commission has given clear guidance on
    acceptable forms of public support for the digital switchover, and that accordingly
    there is no basis for favouring the availability of RTÉ’s new services on DTT at the
    expense of other forms of distribution. The Commission has said that it would look
    favourably on the following:

    • funding for the roll-out of a transmission network in areas where otherwise
      there would be insufficient TV coverage
    • financial compensation to public service broadcasters for the cost of
      broadcasting via all transmission platforms in order to reach the entire
      population, provided this forms part of the public service mandate
    • subsidies to consumers for the purchase of digital decoders as long as they are
      technologically neutral, especially if they encourage the use of open standards
      for interactivity
    • financial compensation to broadcasters which are required to discontinue
      analogue transmission before the expiry of their licences, provided this takes
      account of granted digital transmission capacity.

    Accordingly, discriminatory promotion of a particular platform by a public service
    broadcaster would not be an acceptable form of public support.
