It looks like a TO220 package and usually the centre pin is connected to the heatsink - but it could be anything That doesn't mean it's connected to ground or zero volts BTW Without the missing numbers it's hard to confirm what it is , though looks like a voltage regulator , but without looking further it's hard to know if it's for 5V or for 5V more ( 7812 + zener =17V ) ( or if the 5.1V is kind of an idiot diode ) at a guess , and it's a guess the circuit is just a 5V regulator and could be replaced with a 7805, but I cba looking the pinout to confirm or deny it.
