Best to fit new and forget:) It's generally not needed to insulate around the flue liner and clay liner, but if you wanted too you could do so. If this is an old fully external chimney I would insulate it. The main thing is the chimney top around the flue terminal is sealed around the liner so any heat lost from the liner stays in the void between the clay liner and stainless liner.
