There is only one way to deal with scumbags - start with the parents and penalise them if they don't fulfill their obligations. Of course some kids are uncontrollable, and each case should be dealt with accordingly. We especially need to deal with absentee fathers, who dump their DNA and expect the state to pay for their childcare.
