You showed you had absolutely nothing to contribute, presumably because you accept increments are ignored when discussing % pay rises in the State sector and statistics of pay rises in the private sector includes all increases. You know a body like the CSO doesn't simply ignore some part of an employee's pay rise.
Far from me having nothing to contribute, it was me who had corrected that poster who was under the impression that pay increases in were "3% with the optional 1% iirc"

The 2% increase is showing in the paychecks for the 13th for my department.
Just wondering if anyone knows anything about the 1% local bargaining that kicks in on Sep 1st? I think in the last deal it was just paid as a flat increase - but there were some posts here a while back that said that couldn't be the case this time?

The claim letter to DPENDPDR mentioned in the press release says: "Adjustments in line with those set out above should also be made to the higher scales in the Executive Officer and Higher Executive Officer grades in the Civil Service. Similar adjustments should be made to the Administrative Officer scales in the Civil Service without prejudice to the discussion already underway on the suitability and sustainability of the pay structure of that grade in the context of labour market issues." I would presume "scales" means both Standard and Higher.

I'm not a great fan of the local bargaining it seems very convoluted, the adjustments will be multi year as they take up more then 1 percent to be implemented. There'll be min enough between normal and highers scales too
A flat 1% all round seems more transparent
Really not good that Forsa lumps EOs and HEOs in with public sector grades. They just don't care about the civil service
Have I got this right ? The 1% is not a 1% pay increase across the board but the total pot for local bargaining - 1% of the total payroll ?
This has been put to Forsa members and the 1% pay increase across the board is not a favorable option.

Hi, Circular 24 of 1995 seems to apply to EO, HEO and AO, is there a similar one of AP/PO? I've done some searching but can't find anything online. TIA
Appointments for AP and PO Higher Scale are defined as promotions. Those scales existed before the higher scales for other grades - APs and POs in D/Taoiseach and D/Finance were all higher scale historical, so those Departments (plus D/PENDR, since it's creation) don't have an assigned percentage of higher scale appointments for AP or PO.
You'll see promotion circulars for them around, like 16/2024 or 02/2025.
I've heard of other Departments and Orgs that assign by percentage, in line with the policy for CO/EO/AO/HEO. There wouldn't be a whole-civil service circular for it though, because it's not the same percentage-based process everywhere. Your best option for knowledge of the policy where you are is to ask your HR or maybe the union.
Thanks Kirbi. I was recently awarded the higher scale backdated to July 2024 and was wondering if I’d have to wait a year to receive it. I’ll check with HR.
Am I reading this right that the removal of points of the scale will be brought in from September 1st?
If you're on a removed point would there be backdated pay?

You would like to think it's more a claim than a proposal as local bargaining discussions must be wrapped up before June 2025. I presume the claim falls into the 1% of payroll parameters. If it does should it be only a matter of dotting the i's and crossing the t's?
are we just waiting on a newsletter or is there anywhere you can follow what's happening regarding the local bargaining?
