The Mk 2 Micra has a reputation of performing poorly in icy and snowy conditions due to its undersized tires as did a lot of low budget cars of the era, the Micra also had a poor safety rating didn't help either. I think anybody that states it was the best snow car they have ever driven has made some poor car choices over the last few decades.
If anything the increase in SUVs is leading to more cars on the road with 4 wheel or all wheel drive systems especially electric and hybrid versions. Stability systems, wider tires and greater road clearance means that SUVs are clearly a better choice than eco boxes and saloons for cold weather driving.
Most of what people are calling SUVs are FWD not 4WD
I agree with a lot of your points. But, believe it or not, narrow tyres are better in snow and ice.

Put the tax on fuel instead. I've an older petrol convertible that I only use during the summer. Three months tax for that is the same as my daily driver annual tax.

You're wrong. The narrow tyres were part of the reason why it went through compacted snow so easily. Only poor decision I made was getting rid of it.

Do the maths whatever way you like, you can't really blame "drivers" writ large for fatalities especially considering that many fatal collisions were not even caused by a driver.

I do wonder should SUV's be a different license class to the Micra's, Corsa's and Yaris's most of their drivers passed their tests in… the amount of them with no spatial awareness is staggering… There also seems to be a cognitive dissonance amongst SUV drivers that because they feel so safe in their luxury tank they forget about the safety of other road users.
It'd be a good opportunity to ensure proper driving instruction for the one valid reason that most that aren't taking a Land Rover might actually need one for too: towing trailers. Including such training in the license and testing category for such vehicles would also ensure that those driving them are actually capable of being trusted with such large vehicles (and should ensure we see far fewer of them being illegally parked at the school gates or taking up two spaces in Lidl).

cycling is not dangerous. It’s a very healthy form of exercise which is a lot easier to integrate into your daily routine compared to other activities.

Because, whether you like it or not, you're not 'entitled' to the roads over a cyclist as a car user.
Ultimately both cyclist and cars are all road users with the same rights to use the road and should exist together safely.
It might be worth taking five minutes, or ten minutes, or if you're not too busy tonight, take thirty minutes to remind ourselves of the kind of sh1te driving we all see every day on the roads, drivers flying through red lights, flying through roundabout yield signs, flying over continuous white lines on blind bends to overtake, flying across motorway lanes - these are 'the best drivers in the world' apparently, and any suggestion that we need to stop this kind of sh1te is met with howls of victimhood.

Drivers get to use the roads only under licence.
Drivers need to get a licence to drive, which entails displaying driving skills required to pass, requiring knowledge of the rules of the road etc.
Anyone can be a cyclist, any clueless, ignorant clown can just hop on a bicycle, without displaying any knowledge of any rules of the road, (that they've unlimited use of apparently) and go about their way.. Hmmm

of course i do. the skills required to control a vehicle weighing somewhere between one tenth to half the weight of the rider, with one weighing between 10 to 40 times the weight of the driver, are not comparable.
one of my bikes is one tenth my body weight. my car is 18 times my body weight. the reason you appear to think cyclists should have to pass a test to cycle is because of (drum roll…) cars. that's it.
there's a reason i was able to cycle when i was a small child, but to not be allowed drive till well over a decade later.
