N59 - Westport to Mulranny [part under construction]

This is a 26.8km upgrade of the N59, mostly online. It is at the preliminary design stage.

A contract was tendered in June 2010 for a detailed topographical survey.

The route is as follows:

FG councillor Peter Flynn has now come out and said that the project has not been shelved (confirmed by Alan Dillon & Michael Ring) and that tendering commenced last month and will run until June.

But he also said said that TII are carrying out a review of their overall budget and he is confident that the N59 will still be prioritised.

It still sounds a bit uncertain from reading that and contradicts what TII supposedly told the Mayo CoCo roads office.

'Municipal head Padraic Walsh confirmed that he was told this morning that Transport Infrastructure Ireland (TII) has requested the regional design office to suspend the tendering process. Letters will be issuing to the tenderers.'

€5.58m was allocated by TII for Newport-Derrada for the year 2024

A further €50k was allocated to the overall Westport-Mulranny scheme (presumably related to land acquisition)

Well it's a big political risk putting his reputation on the line over it. Its strange that Dillon, Ring and the Council haven't come out directly to back him up.

Michael Ring says TII say the project is still on. The language is very vague though.

My guess is TII will go through the motions and then announce at the end of June that no viable tenders were received and that will be that. Conveniently, the election will be over by then.

If it doesn't go ahead it may be a case of retribution for the behaviour of some of the local councillors towards the proposed greenway at Murrisk. Regardless of the rights and wrongs of that project TII have been disrespected and the locals have been encouraged not to even open the door to them. John OMalley is the loudest councillor on the N59 issue but he is also the one that most backed the locals in Murrisk against TII.

Either the N59 is cancelled or its just deliberately delayed to undermine the councillor's ahead of the elections.

The fact that Ring has been slow to come out on the matter suggests to me that he knows something. He'd surely be up in arms if he wasn't given a reason.

I'd say it will eventually get the go ahead. A part of me thinks at this stage that they may be deliberately delaying this announcement, and others, until closer to budget time and ahead of a possible autumn GE election. It would then be fresher in the minds of the electorate going to the polls. Phase 1 must be done at the very minimum.

The Government has more money than they know what to do with and it’s not a motorway style project that could be blocked on environmental grounds.

The bit that worries me is that they have extended the deadline for tender submissions for a second time, from this week to 11 July. I would assume they're doing that if they're not happy with the tenders received so far.

Multiple extensions to tender deadlines are fairly routine and are usually at the request of tenderer's themselves. I wouldn't read anything into it.

I would be extremely rare for a tender to be submitted any earlier than a day or two before the deadline so it is highly unlikely that any have been submitted yet.

I any case, all tenders are opened at the same time as part of a formal process. If any tenders have been received already, they haven't been opened.

Yeah, drafting a response to these massive tenders and the enormous amounts of questions can often necessitate extensions. Just impossible to predict how long it'll take do actually write and proofread responses.

As a relatively regular user of this road it's dissappointing that there's no sign of movement on it. I'd argue that the timeline of having the three phases done (to mulranny) of 2030 is a standard Irish timeline - at best optimistic, at worse a complete fabrication!

The section of road referred to in this phase is particularily bad with numerous dips and bad bends on it.

It doesn't need cabinet approval to award the tender, just approval from TII. So the election shouldn't affect it (in theory anyway)

Maybe not Cabinet approval, but I'm pretty sure it would still have to be signed off by the Minister for Transport.
