absolutely they should. And not only oil refineries. There is a military parade of 9000 soldiers planned in Moscow this year (Shoigu was bragging yesterday). Sounds like a great opportunity.

Some videos I saw of it , it would appear the death toll will be huge. 5 gun men, group of civilians screaming and pleading for their life trapped against the side of the building as they empty bullets in to them. The amount of rounds they went through for the amount of people was extra sickening

The US has urged Ukraine to halt attacks on Russia’s energy infrastructure, warning that the drone strikes risk driving up global oil prices and provoking retaliation, according to three people familiar with the discussions.
One person said that the White House had grown increasingly frustrated by brazen Ukrainian drone attacks that have struck oil refineries, terminals, depots and storage facilities across western Russia, hurting its oil production capacity.
Washington is also concerned that if Ukraine keeps hitting Russian facilities, including many that are hundreds of miles from the border, Russia could retaliate by lashing out at energy infrastructure relied on by the west.
But thankfully Ukraine has politely refused the Biden administration’s request. Deputy PM Stefanishyna said Ukraine has told Washington that oil refineries in Russia are fully legitimate targets. “We understand the requests of American partners. But we wage war with the capabilities, resources and practices that are available to us.”
No the 2nd Chechen war was started by the false flag apartment bombings and a Chechen Islamist incursion into Dagestan, the Theater Hostage attack came a few years later

To be fair Russia has a long list of enemy militant groups. It could be FSB, but could easily also be Chechens, ISIS, Syrian rebel groups, disgruntled Wagner, etc.

This happening the same day Dmitry Peskov acknowledged Russia is at war. It's not beyond the realms of possibility the FSB are behind this.
It's conceivable that Ukraine could attack a target in Moscow, but they would never go after civilians - the backlash would be huge.
