there's also an issue with staffing in county councils. Many are understaffed and do not have enough people available to develop projects that would use the available budgets. As I understand it, staffing budgets are not controlled by the local authorities directly, but by the Department of local government, although I admit i don't know all the details.
That's partly the payment system. If it was a flat fee, tag on only (with leap/ card/ phone) dwell times would come down.

i wonder how many of those fines resulted from video evidence (righttobikeit probably features a lot) and how many were actually witnessed by gardai?
I had the same thought - that number probably represents the amount of people with cameras who either dealt with the right garda, or were persistent enough to see it through despite pushback.
I've reported a number of drivers over the last few years with 99% accompanied with video evidence.
I'd say 90% are ignored despite the statement, etc. Of the remoainder, I don't think any of them were pursued using the new law and the gardai pursued other charges including dangerous driving, driving without insurance etc.
There is as the article suggests a lack of understanding about the new law and some gardai believe that they must physically witness the event rather than me report it
Donna Cooney on Pat Kenny on Newstalk at the moment. Pat Kenny sounding like your average taxi driver raging about cyclists and e-scooters. He also claimed a cyclist killed a pedestrian on Merrion street. Genuinely shocked at Kenny's lack of knowledge on the subject, he's normally well briefed.
A Green party councillor was just on Clare Byrne's program about it too. The "what about cyclists breaking the lights" trope figured prominently. 🙄

there was a pedestrian fatality in dublin sometime around 2002, in dublin city centre; IIRC caused by a cycle courier going the wrong way up a one way street - maybe this is what kenny was referring to?
it was southside in the city centre, but i can't remember where exactly. wouldn't have been merrion street if my memory about it being a one way street is accurate.

I remember cyclist in London killed a pedestrian, but not in Dublin.
I think it was Merrion Row, not Merrion St, so that IS the case that Pat remembers. I wonder if he has details of the two or three people killed by motorists last week on the tip of his tongue?
Yeah, referring to an incident as an example of the dangers, when that incident is 20 years old, doesn't exactly bolster his argument.

Serious incidents are pretty rare but they do happen.
I found that second article while trying to find a reference to the 20 year old one. I'm surprised I hadn't heard of it, another Martin Nolan case...
I've never heard any follow up to that clonmel case, whether there was any action taken against the cyclist or whether a decision had been made there was no case to answer.
Hadn't read of either case previously but that 2nd incident shows how hard it is to get prison in this country for traffic offences:
"Paget has 34 previous convictions, the most recent from 2013, including 18 for road traffic offences."
Those previous 18 offences are only the ones he was caught and prosecuted for so I guess one more to add to the tally.

There really should not be a collision if pedestrian uses footpath and cyclist use bike lane; obviously one or other didn't. It also happened after sunset so lighting or lack there may have been an issue.
I presume an off road bike lane qualifies as a "public place" and the lighting of vehicle regulations apply to a bike in that cycle lane

I didn't hear her say that. It's an annoying trope because it rarely has anything to do with instances of dangerous overtaking and is pure whataboutery.

Pat is a bit like George Hook in that he sounds well briefed until he talks about something you know about. He is of course more calm which makes him sound more knowledgeable but he's not.

That stretch has always struck me as being a bit gloomy and - though I'm only speaking from experience of driving past it - It's also "shared use" which are never great at the best of times in terms of keeping pedestrians/cyclists apart. Again, as there may me ongoing proceedings and absence of knowledge of the particular circumstances, I'll just say that's a general observation on the infrastructural provisions than any speculation as to what might have happened
I've actually never used it despite living in town for over 5 years.
Unlike some shared paths I have used, various greenways/carriagline-Crosshaven. Lough Mahon etc it does have a specific path for pedestrians and one for bikes. The bike one even has an effort at lanes/arrows.
I've no doubt its regularly ignored.
Going by the published planned cycle routes those type of gloomy lanes on the edge of main roads will be the norm.
