The Unions cannot assume the leaked budget is correct. Your whole premise is based on the fact this was a foregone conclusion and should have been faster. I agree this was always going to be carried but the process has to be the same if its a landslide or a single vote victory. Rushing people to make a decision between last Tuesday to Friday is unfair. A week earlier doesn't make the payroll side significantly easier, they can prepare irrespective of the vote if we know its being carried. There is no reason to wait to put preparations in place.
I disagree that e-voting should be mandatory but that is completely aside from the above.
As someone who has previously worked in payroll let me tell you a week is very significant
On 1 October what % of a pay rise was given and what part is backdated? Thought it was only 1% that was been given in October but I may be wrong.

1% from October 1. 3% from February 2 to September 30 should the pay deal pass....I think.
I've worked in payroll, I know how it works. I'd prefer a fair vote than early payment.

The monetary amount represented by the October 1% changes with the renegotiation though? I would have thought it will have to be assessed on the back dated increase. Not as simple as a straight 1% of current salary.
Depends on the structure of the deal but yeah, you're right. If the 3% is backdated it would be a 1.03% increase of the wage you are paid today.
Relatively minor i suppose in the grand scheme of things but I'll take my extra 20 quid a year.

Certainly not a surprising result. Puts the Union in an even weaker position for the next set of talk. Except another low ball offerer.
The one thing I learned from talking to colleagues about this is that they don't really seem to fully grasp exactly what inflation is and the impact it has.

When do we get the 3% applied ( I assume backpay at the same time)?
Next stage is wait for formal acceptance, then for a DPER Circular making the new payscales official, then for our local payrolls to give it to us as backpay alongside the October 1%.
It should amount to about an extra weeks wages worth of backpay, given to us presumably at some point in November I would imagine.

I know exactly what you mean. From anyone I talked to who was against the deal they seemed to completely lack the basic understanding on the concepts of inflation and its impact.
They definitely seemed to largely be newer entrants with a very poor grasp on reality.
So the 1%/€500 for October 2022 won't be paid until the 3% is being applied?
I'm only inferring that to be the case - I looked back and for the last two rises we got as part of Building Momentum, the DPER Circular was issued the week before the date on which they were due to be implemented.
In this case it's six days later and no circular yet. I reckon the circular will be after the vote is official and the deal has gone through, and will contain both the 3% and the 1% in it so they can be applied in tandem, especially since the 3% precedes the 1%. It'll all be backpay anyway once it's gone through.
Some of us are also waiting on the 1% from February!
