Think there might be a chance that with the numbers Putin could muster he may well be able to stretch the Ukraine forces especially as he has little concern for losses he would just order more poor sods in .
They probably are realising that whilst complete villages of men are being mobilised there that a fraction are being called up in Moscow and St. Petersburg.

I wonder if the Russians are going to try for Kyiv again with their extra manpower.
If Russia couldn't get to Kyiv in February, how would anyone think that they could get to Kyiv now? All these extra men would require provisions, ammo, weaponry, logistical support, and decent commanders coordinating their moves on the battlefield. Otherwise they're just walking toward slaughter. Given that more and more NATO weaponry has flooded into Ukraine in the months since the big invasion happened, it seems logical to say that Kyiv is in a much better position to defend itself than it was in February.

One Ukrainian soldier, speaking anonymously because he was not authorized to publicly discuss casualties, said that during a recent assault, “we lost 50 guys in two hours.” In another place, said the soldier, who works closely with different frontline units, “hundreds” of Ukrainian troops were killed or wounded while trying to take a single village, which is still in Russian hands.
Whoever's commanding the Ukrainian forces in this part of the front should be sacked.
There are dozens of Russian videos like the above showing Ukrainian forces advancing in completely open ground and taking heavy losses.
I think Putin has some awareness of the battlefield situation by now, at least a mite more than he had in February. The analysis I've seen is that Russia will try to use the extra men to shore up the regions that they're already holding, and wear Ukraine down, or rather wait until NATO support wanes (if it wanes) and then just try to swamp the country with numbers and a callous disregard for lives.
From a Russian legal point of view they couldn't.
Russian law dictates that conscripts cannot be sent to fight outside Russia. Apparently one of the goals of the referenda was to make it so that it would be legal to send all of the conscripts being mobilised to the front lines without breaking that law. Since Kyiv (and Kharkiv) will still be considered part of Ukraine, conscripts wouldn't be allowed to be sent there.
Now obviously they could always just create a new law if they wanted but for now it doesn't look likely.
I think Ukraine can call up more than 2 million.

There's always going to loses and casualties can't sack commanders every time a soldier gets killed.

Also it is not counting burned out artillery, broke down tanks, trucks & etc.
Compare to Ukrainans losers they are huge,
Ukraine said they lose about 50 men per day roughly about 300 lost in the same time as Russian losses is 2200 men .
Something like 360 men killed per day every 6-7 day's
Not including the vehicle and other equipment losses
That's grim and depressing. I'm sure some of the Slava Ukraine lot will soon appear and tell us Ukraine is deliberately spreading misinformation so as to give the Russians false hope then take them by surprise with their next counter attack.
But to those of us in the real world it's a reminder: war is hell and no, Ukraine is not going to take back the entire east and Crimea before the clocks change as some were predicting 2-3 weeks ago.
I predict a long, brutal winter of attrition. Hopefully, in the end, Ukraine will prevail

Unlike the last time Ukraine will have mined the border to bits. And they'll have plenty of well trained anti armour reservists waiting to strike. There won't be any element of surprise. If Russia wants to fast track the destruction of their armour and mass deaths of newly recruited troops then yeah it would make sense.
Ukraine are not committing all their troops to the front. They have a huge number in reserve.
Besides this I'm getting restless now waiting for Lyman to fall. Hopefully this doesn't take much longer. Ukraine needs to wrap up these settlements before the winter.

They have received in excess of 100,000 Anti tank weapons, that's enough to destroy practically all of the Russians tanks and other armor and vehicles

Just a suggestion....
Lines of communication have to remain open. No matter how this ends and end it will. It could end with Russia back to pre 22 borders, even 2014 borders, or Russia holding Donbas. Regardless, and it doesn't matter what side we're on at the end of a keyboard, at some point the peace will need to be brokered and maintained. That has happened after every war in history, or the war keeps going. War is another arm of politics and if we remove politics from it, where do we go from there?
I would prefer for constitutionally neutral Ireland, a neutrality acknowledged in the Treaty of Nice which we voted against until they acknowledged that, with a long history of peacekeeping in the post war period. I don't prefer Micheal Martin pontificating in the UN going with the understandably populist flow in a very non neutral fashion calling for Russia to be thrown off the security council because of their invasion of Ukraine.
We didn't come close to those kind of calls after Iraq(both times), or Vietnam, or Syria, or Georgia, or Chechnya, or Afghanistan(both times), never mind all the other proxy US/USSR conflicts where collectively millions were killed and millions more displaced. Nor was any reasonable person calling for all the embassies involved and their staff to be expelled. Never mind some eejits saying we should join NATO. And that's not whataboutery, these are facts.
Oh well Ukraine is on the border of the EU and that's what's different. So all the other clusterfúcks of imperial ballsology by the US and Russia that weren't on the border of the EU were terrible, but what sure can you do? Doesn't exactly paint a great picture of our worldview or supposed neutrality and you can be sure those nations not directly involved with this mess have noted this. And they should.
We could and should be the voice of reason, even when, especially when unreasonable horrors are going on and doubly so when they stop. Neutrality doesn't have to be passive, nor should it be.

Whatever about us seeing these scenes I hope they are going viral within Russia itself. Perhaps people from other regions can take some inspiration from the Dagestanis. If everyone did this, all over the country, at the same time, it would present a massive problem for the authorities given how stretched they already are with the war in Ukraine.
