First of all, what Russia has done is a disgrace and needs to be condemned and sanctions need to be put in place that just don't hurt the ordinary Russian.
On the other side, I do see the Hypocrisy of certain poters here and elsewhere calling for tough sanction on Russia, but would never dream of imposing them on Israel, Saudi, both of which have committed war crimes. Is it just anyone who America does not like gets this treatment. Agression by any nation needs to be punished.

No reason why it would, the Russians aren't going to treat this plant much differently than those they have themselves. Even an accidental damage is unlikely to cause harm, according to this article.
I think we'll see more ratcheting up of sanctions for a while until they figure out more robust responses, if any. They are hamstrung by the fact that Putin has been smart enough to be just out of reach but plenty of scope for developments yet. Putin's problem will be holding the country as lots of them will fight and it remains to be seen how long Russians will tolerate being more isolated from the world than North Korea.
