Obviously needs confirmation but I would suspect that a lot of the information doesn't travel well down Russia's ranks. Maybe they expected to really be just scouting out the area and coming back or potentially rescuing Russians from the Ukrainian "genocide". Remember there was a lot of will they won't they up until the 11th hour and while it wasn't the most subtle it does mean they likely hadn't told their troops what the plan was at any point. Half of them might not have known were they were exactly.

The people you mention remind me of the tragedy slowly unfurling in Hong Kong. The university took down a memorial to those killed in Tiananmen Square. Said it was planned maintenance. Can guarantee the same university was a hotbed of anti-mainland sentiment and the lecturers will have encouraged it. But once it's done, it's done. All the talking and bloviating ends up for nought and the plebs are the ones who lose out. Some will just track with whatever their icons say, others will finally learn that picking one side and never deviating doesn't work. The civil servants will just get paid by someone else. The administrators will just use a different stamp.
There is very strong nationalism in the west of the country and really no great love for Mother Russia.
