The purpose of golf is not exercise, its to play golf. You don't need to play golf, you do need to exercise, hence public spaces are open for exercise and golf courses are not open for golf. Common sense would lead you to realise that golf is not essential for exercise, hence its not open, but you know what they say about common sense!
