This exact condition, imposed guidelines without enforcement, has been shown to lead to the lowest amount of compliance as well as lower perceived legitimacy of the policy itself [42]. It is possible that these same attitudes and non-compliant behaviors could be elicited if there were mandates against wearing masks, and people felt like they did not have the freedom to choose to wear face coverings for protection during the COVID-19 pandemic. Thus, it may be the case that recommendations and mandates to wear masks lead to diminished feelings of autonomy. This in turn may be partially what is leading to negative attitudes towards mask wearing versus stemming from any real physiological eects.
