There is a difference between what experts advise as best practice\advice\guidelines, and what is put into law as an enforceable minimum. Similarly, at an NCT, there is an enforceable legal minimum on tyre depths and best practice for what your tyre depth should be. It is difference between what you must do and what you should do.
