Same as the restrictions about non Americans or permanent residents entering the country from Europe. He can do a federal "shelter in place" order or similar if he wants, which would apply to all states but most already have done it themselves anyway. The ones that havent have hardly any cases. Or he could stop travel between states which might happen if things get really bad in certain areas, although there was a massive push back against that when he suggested it for new York and the surrounding areas so can't see it happening unless things are dire. So technically yes he does have the power but so far is leaving it up to individual states which is probably the best thing to do if he wants to get reelected (and the depressing thing is, he probably will be, even after all this)
