What I'd do would be to allow the Intermediate sides compete in the Christy Ring Cup and make that the Intermediate All-Ireland. Promotion/relegation would not be considered for "B" teams, but would still be allowed for "A" teams. For example, if Kilkenny won the Intermediate hurling championship, they would not be promoted nor would the bottom side of the McDonagh Cup be relegated. But if Kildare were to win it, promotion/relegation rules would come into play.
