That is the prison population. The high security end (eq to Portlaoise) is different to the sexual offenders end (eq to Arbour hill and Wheatfield) is a different category to minor offences (eq to the 'Joy). Its all in the breakdown.

Ignoring the fact that there are big problems where some of the "new arrivals" have settled, that they are refusing to integrate and are bringing their violent, backwards (by our Western standards) cultures with them won't help resolve these issues.
