I agree there needs to be more spawns in rural areas but I don't think it's unfair that you can catch lots of water pokemon along the quays when it makes perfect sense that that's where they'd be?

I'm working in Smithfield, very close to the quays, but don't see the type nor frequency of Pokemon I saw yesterday. Presumably because Smithfield is that bit further from the city centre. Where I'm living isn't rural, it's within Dublin, but there's pretty much nothing here. In the area, I don't mean while sitting on my couch. There's a park right beside the estate, with a lake, but there's very little there either, and none of the water Pokemon you'd expect unlike the quays in the city. I don't think anyone suggested that. This tbh. As someone else said, 'go to a densely populated area' seems to be more accurate.
