I would guess they're either evolutions or baby pokemon of previous gen pokemon. I don't think there were any evolutions introduced in Gen 3, so I'd say it's 2 babies. Most were introduced in Gens 2 or 4 but I'd be pretty confident Azurril is one. Is the other one Wynaut?

Agro (playing through remake at moment )

I presume one of them is Tomb Raider II (during the training level/house). That butler was annoying so locking hime in there was the only way to keep him from following you.
