Why does it look like its 3 or 4 frames overlayed on to of each other (see the time)

Taken from the bottom of that page you linked:

"Note: On some images a linear feature may be seen extending from Limerick towards Waterford. This is due to interference from a WiFi system. Occasionally other similar features may be seen extending from Dublin towards the South-east. "

Pity - a UFO would have been way cooler!
