The planting in the front "garden" is actually part of the drainage scheme so that's maintained by the management company. The houses are full brick so options like painting the front is gone anyway. If there's a restriction that really bothers you, there's always the option to get involved in the management company and campaign for change. Apparently not yet, but hopefully in the next few weeks!
