The whole point is to expect the unexpected in a residential area. The "he came from nowhere" excuse is always bollocks. It's evidence of inattentiveness at best. :rolleyes:

Nope. The issue there is not "very young cyclist", which is to be entirely expected on residential roads, as is a speed of 30 km/h or less.

What's notable is (a) view of pedestrians obscured by illegally parked vehicles, and (b) likelihood of children crossing at random locations due to residential nature of environment, along with absence of pedestrian crossings.

You've obviously never watched any of the Russian crash Cam videos then, cars appearing out of "nowhere" is surprisingly common in a country with such terrible driving.
Pulling out of blind junctions without looking appears to be a common habit.

Yeah, in Russia. Not on Cloverhill road.;) I lived directly across the road from where that young lad cycled out in the road. I probably did the same myself 30 years ago or more in that very spot. It happens the world over, and is the reason for low speed limits in housing estates.

Here we tell our children not to cross between parked cars, and to use Zebra/Pelican facilities instead of crossing the road willy-nilly.

Unfortunately nobody (or at least nobody important and influential) is telling motorists not to park on footpaths, or telling Councils to lower speed limits and provide pedestrian-priority crossings, or telling AGS to enforce road traffic law in order to protect vulnerable road users.

It's much easier -- and cheaper -- to put the onus of responsibility on children and their parents.
