So as you can see my region is Ireland and MS , XB1 facilitate it and it isn't working around the rules while with the Sony system it seems to be. The reason for the location change on the XB1 itself is simply because the content shown to you on the dashboard is localised so for example I get lots of adds on the dashboard to join the US Navy when I swap to US location

Location controls your console region, including for Xbox stores content.
