If free travel passes didn't exist, the fees for public transport could be cheaper. It's gotten to the point where I've found it's usually only a small bit more, if not the same price, to drive, rather than use public transport. It shouldn't be like that. But I definitely agree junkies shouldn't get one. Half the time they only go on the bus to do drugs anyway.
