When the last upskill course finishes in Sept 2013 I would guess that by end of Sept or early Oct the new powers will be granted by the Commissioners.

Are they prepared to take time off work while cases are prosecuted through the District Court and Circuit Court or will they just land the work in on top of the full time Garda?
