With the way 06 and 07 prices are currently falling, combined with this countries fascination for the lowest car tax possible, will 07 be the last year of cheap bangers, bar a few 08s that are more expensive on the new system?

Possibly yes - unless its a completely hopeless piece of crap like a Nissan Tiida that you wouldn't want to own anyway

Stuff like Fiat Pandas won't stay cheap for ever - as 08 on stuff starts looking dear - post 08 Pandas will probably keep firm on price if they look significantly cheaper then other stuff

The seller could mean 2 previous owners. Does carsireland count the current owner or do they just count the previous owners?

Carsireland is number of owners rather than number of previous.
Not a biggie on the civic, but that Audi had at least 5 owners so its not an easy mistake.
