Exactly. Normally when people complain about jobsworths it's because they alone (not everyone else) are not getting preferential treatment and having a favour done for them.
Not doing something that could get you in trouble at work/fired - oh the nazism of it.
Take the complaint to their bosses if they can't be more flexible. They probably would if they were sure they'd get away with it, just for a quiet life. Would the people who complain about jobsworths take similar risks in their jobs? Doubt it.
