Paid over €5k in development charges when I started to build the house in 2007/08 and found out that Leitrim CoCo didn't collect development charges from builders of 75% of estates built in Leitrim between 2000 and 2008. Now most of these estates are exempt because they are unfinished. It's rough justice!
