Yup, for once it seems that GregTech isn't to blame This issue does not render Thermal Expansion unusable, but does make it much harder to use unless you're stinking rich in terms of materials and either energy or fuel production, as each and every one of your ThEx machines will need its own independent power supply. In other words, for normal players this issue will make you not want to bother with the mod much unless the situation gets fixed
