It seems bizarre that there can be someone with a licence to marry on behalf of a religious group can perform non-religious ceremonies under that same licence. Especially when non-religious organisations like the Humanists etc. don't seem to be allowed. Oh, and as far as I know, the Pagan federation DO have registered solemnisers, but only perform ceremonies in line with their belief system.
