Politicians and civil service werent the only ones who milked the expenses; people in finance, and other professional sevices milking clients for professional fees and expenses, ordinary working class people buying second houses here and abroad as investment properties. Developers building housing estates in the middle of nowhere. Its nice to have scapegoats though, a lot easier than looking closer to home.
