Fact is I've seen skangerised Saxo's pass the NCT with a similar wheel fitted, so don't see much reason not to believe that this would also pass - making it road legal.

if the recommended way to hold the wheel is the 10 to 2 position and you slide the wheel through your hands when turning ,cant see how it would be road legal im sure you would not turn up for your driving test with a car like that ,if you say cars with yokes like that pass nct i believe you but im very surprised
