How would i go about suing someone?

Without going into too much detail, I have been lending someone money over the past year which they have always agreed to pay back. After an arguement and falling out, she now refuses to. Does anyone know what i would have to do to get the money back via legal action?

I was looking at legal websites, and i seen that the small claims court only deals with claims involving businesses and some landlord-tenant complaints, is this true? Also, the money I'm owed sits just under the €2000 euro mark, which i believe is the maximum amount of money dealt with in the small claims court.
