Video Camera ripple

Hi everyone, My video camera/camcorder( Sony) when played back to view footage has a very annoying ripple going through footage every 10 seconds or so. I have been looking at youtube and it seems that this annoying ripple occurs on several cameras.

My questions is why does it ripple

and I need advise on purchasing a new camera with hd 1080p with biggish zoom for between 150 to 200euro Any recommendations
