Yes this does count towards your merit, its one of the factors they use to separate tied scores. They also use how you scored in one of the competencies and I'm led to believe they use this first, then they go to IST score to separate further if still tied. Dont treat this as gospel though, although it was from a reliable source, I'm not taking anything for granted.
