Flooded roads - Poor maintenance by CoCo

Anybody know if, after having my car BER due to driving into a flood I could get money from anybody (other than my insurer)? Maybe the Council, or somebody, for poor drainage.
Maybe the weather man?

Next time don't drive into a flood

on a more practical note post in the Motors forum you will get more answers. IMO your Comprehensive insurance is you have it is your best bet unfortunately.
