If you think tranquillisers work like Hollywood tells you, think again. Some animals take longer to go down and there's a chance they'd only partially hit him. The choice between a potentially angry, hungry, dehydrated bear in a populated area and a dead bear in a populated area is a no brainer. Sad but that's the way it is.
